If we knew that our work was the last checkpoint – there would be no further checks – how would that change people’s behaviour?

The quote above seems sensible to me, in suggesting that seniors should empower juniors with more authority, to decentralise decision-making to those best able to adjudicate the available information.

What are the negative implications to consider, if any, and what needs to happen before “empowered execution” is effective?
